Vendor Setup / 3rd Party Terminal Access
Welcome and thank you for doing business with The Port of Virginia. In order to facilitate ease of payment, new vendors are required to review the policies linked below and complete and submit the provided forms to Sourcing@portofvirginia.com.
Additionally, as a Vendor, if you are required to access our terminals, a certificate of insurance (“COI”) meeting prescribed minimum requirements will be necessary prior to authorization. These forms will be provided to you upon notification of your need to access our terminals.
Vendor Setup – Contracts / Purchase Orders

- Upon submission, the Risk Management team will review the application and work with your team to verify all previously identified insurance requirements have been met.

- Terminal Vetting Process
- Entry to any Port of Virginia (“POV”) facility requires vetting by both our Legal & Security divisions prior to obtaining access.
- Phase I: Legal Division vetting through Risk Management & Procurement/Sourcing
- Phase II: Once authorized by Legal, Permittee will be required to apply for access through Virginia Port Authority Police Department.
- Entry to any Port of Virginia (“POV”) facility requires vetting by both our Legal & Security divisions prior to obtaining access.
- NOTE: A Transportation Worker Identification Credential (TWIC) is required for individuals requesting unescorted access to all marine terminals.
Third-Party Terminal Access
If you require Terminal Access, but do not have a Contract or Purchase Order with the Virginia Port Authority, Virginia International Terminals, LLC. or HRCPII, you will need to register your organization with the Port’s Risk Management Team

- Upon submission, the Risk Management team will review the application and if eligible, will forward an Access Agreement outlining the criteria required to access Terminal property.
